Swaggtan is the mascot of 2swagg: a pink-haired anime-style girl character, usually drawn with dark sunglasses and an awesome-face shirt. She shows up in the site's rotating banner images and is the face of the 404 "page not found" screen.
She was drawn by Slashstabslice, one of the site's moderators. The FAQ credits her plainly: "made by one of our mods Slashstabslice, thanks slash!"
"Swaggtan" is also one of the joke names that can land on a post through the Nameroll feature, so you will occasionally see the mascot's name attached to a random anonymous post. There is a mascot-introduction thread for her on /swag/, and "Swaggot" / "Swaggotmark" flags exist in the /mlp/ flag set.
